CTU Ministers back Bereaux for ITU Deputy Secretary General post

Kingston, Jamaica — 2nd October 2025: The region’s top telecommunications officials are throwing their support behind Bahamian Stephen Bereaux for the post of Deputy Secretary-General of the International Telecommunication Union (ITU). 

During their General Conference of Ministers meeting in CTU ICT Week 2025 in Kingston, Jamaica, the ministers issued a unified endorsement of Bereaux as the candidate for the ITU position, affirming strong regional support for his leadership in global digital development. The ITU Plenipotentiary Conference, held every four years, features the election of top officials. It will convene in Doha, Qatar in November next year. 

The endorsement follows CTU’s long-standing support for Mr. Bereaux’s leadership in ICT and digital development and its backing in 2022 for his candidacy for the ITU Telecommunication Development Bureau (BDT). 

The respected Bahamian official is recognised in regional and international ICT policy-making circles and boasts a proven track record in advancing ITU transformation, excellence and enhanced collaboration which aligns with the CTU’s strategic priorities on connectivity, digital inclusion, regulatory coherence and capacity building. 

The ministers gathered for the Kingston caucus also agreed that a unified Caribbean voice behind Mr. Bereaux would underscore the region’s influence within ITU decision-making and ensure that Caribbean priorities are elevated at the global level. In a statement, the ministers committed to coordinating support among Member States, aligning diplomatic efforts and mobilising regional advocacy to secure his election. They emphasised that Bereaux’s leadership will help advance ICT development priorities for Small Island Developing States (SIDS); narrow the digital divide; and champion equitable access to digital resources for all nations. 

The regional ministers’ endorsement signals the CTU’s determination to assert greater Caribbean influence in ICT governance, ensuring that the region’s voice is heard and considered and that greater attention is focussed on the Caribbean and the SIDS, improving support, technical assistance and investment flows for regional digital infrastructure, capacity development and AI use. 

“We believe that Stephen Bereaux’s proven leadership, regional grounding, and global perspective make him an ideal candidate to ensure that the ITU meets the needs of not only the Caribbean and Small Island Developing States (SIDS), but to improve its responsiveness and effectiveness for all member states,” the CTU President, Hon. Dominic Smith, Trinidad and Tobago’s Minister of Public Administration and Artificial Intelligence, remarked regarding the unanimous endorsement. 

The Plenipotentiary Conference of the ITU determines the policies, direction and activities of the ITU, as well as the election of members of other ITU organs and positions at the secretariat, namely the Secretary-General, the Deputy Secretary-General, and the Directors of the Radiocommunication, Standardization, and Development. Most of the ITU’s194 member states will be represented at the conference.
