Caribbean ICT Youth Network
The CIYN is an initiative of the CTU to develop the next generation of ICT leaders: regulators, engineers, policymakers and entrepreneurs.
This initiative first began in 2022, following the International Telecommunication Union’s (ITU’s) inaugural Generation Connect Youth Summit in Kigali, Rwanda, for which many Caribbean delegates attended. The CTU’s Secretary General and his Deputy engaged these youth delegates post-summit, and offered them the opportunity to plan the first ever Caribbean Youth Internet Governance Forum (CYIGF) – held virtually in August 2022, preceding the annual Caribbean Internet Governance Forum (CIGF).
This event received much participation and praise from countries around the Caribbean, and has been recurring every year since, with the CYIGF now being registered under the United Nations Internet Governance Forum (UN IFG) as a National or Regional Initiative (NRI). The co-ordinators of CYIGF also serve in the UNIGF’s Youth track, and represent at the NRI’s IGF planning meetings.
Other key CIYN activities include annual meetings of the CIYN as part of CTU’s ICT week, a fellowship to ITU’s conferences such as the World Radiocommunication Conference 2023 in the United Arab Emirates (through the support of the Telecommunications Authority of Trinidad and Tobago) and the Global Youth Summit 2025 in Cuba, capacity building seminars and a newly-launched internship programme, set to take place over July – August 2025 in Trinidad and Tobago.
Mission and Objectives
The mission of the CIYN is to foster a collaborative, informed and action-oriented youth community that can effectively advocate for and participate in the design and implementation of ICT policies, digital transformation, and inclusive governance in the Caribbean.
Key Objectives:
Capacity Building: Enhance digital literacy, ICT policy understanding, and leadership skills among Caribbean youth.
Youth Representation: Ensure that youth perspectives are integrated into national and regional ICT policy-making and Internet Governance processes.
Network Expansion: Create opportunities for networking, mentorship, and peer exchange among young ICT professionals, students, and advocates.
Inclusive Engagement: Promote equitable participation of youth from all socio-economic backgrounds, including marginalised communities and persons with disabilities.
Digital Innovation: Support youth-led innovation and entrepreneurship in ICT for development
Youth Leadership and Participation
The CYIN operates with a youth-led model, guided by a regional Steering Committee made up of elected representatives from across the Caribbean. These representatives collaborate with CTU officials and regional partners to shape the Network’s priorities and activities.
Youth members are actively involved in:
Planning and delivering the Caribbean Youth Internet Governance Forum (CYIGF)
Representing the Caribbean at international ICT and IGF events
Conducting outreach and awareness campaigns on digital inclusion, cyber safety, and emerging technologies

The Caribbean Youth Internet Governance Forum (CYIGF)
One of CYIN’s flagship initiatives is the Caribbean Youth Internet Governance Forum (CYIGF). First held in 2022, this annual hybrid event brings together Caribbean youth to explore issues such as:
Artificial Intelligence and emerging technologies
Cybersecurity and digital resilience
Access, accessibility and digital inclusion
Youth in policy and decision-making spaces
Women and girls in ICT
The CYIGF is officially recognised as a National and Regional Initiative (NRI) under the United Nations Internet Governance Forum framework.
Membership and Engagement
The CIYN welcomes young persons aged 16 to 35 who are:
Citizens or residents of a CTU Member State
Interested in ICTs, Internet Governance, and digital development
Committed to regional collaboration and youth empowerment
How to Join
Prospective members can join the Network by completing a membership form and attending an orientation session. No technical background is required—only a passion for change and collaboration.
