French Guiana Formally Joins Caribbean Telecommunications Union as Associate Member

Port of Spain, Trinidad and Tobago – 5th May 2026 – The Caribbean Telecommunications Union (CTU) today formally welcomed French Guiana as its newest Associate Member during a signing ceremony held at the CTU Headquarters in Trinidad and Tobago.

The milestone follows the unanimous approval of French Guiana’s membership application by CTU Ministers at their 31st General Conference of Ministers, convened during ICT Week 2025 in Kingston, Jamaica last October 1. The signing marked a significant step in strengthening regional collaboration to advance digital transformation, connectivity, and the harmonisation of information and communication technology (ICT) policies across the Caribbean.

The ceremony was presided over by Senator the Honourable Dominic Smith, Trinidad and Tobago’s Minister of Public Administration and Artificial Intelligence and President of the CTU. In his remarks, Senator Smith emphasised the importance of regional unity in addressing shared digital challenges and opportunities.

“The admission of French Guiana into the CTU reflects our collective commitment to building a more connected, resilient, and inclusive Caribbean digital ecosystem. By working together, we strengthen our ability to advance innovation, harmonise policy, and ensure that no part of our region is left behind in the digital transformation journey,” said Senator Smith.

Also addressing the ceremony, His Excellency Gabriel Serville, President of the Assembly of French Guiana, underscored the strategic importance of this partnership for French Guiana and the wider region.

“Joining the CTU represents an important step for French Guiana as we deepen our engagement with the Caribbean. This partnership provides a valuable platform for collaboration, knowledge-sharing, and coordinated action as we work towards sustainable digital development and greater regional integration,” said President Serville.

The event brought together senior international and regional representatives, including His Excellency Guillaume Pierre, Ambassador of the French Republic to Trinidad and Tobago, and Mr. Rodney Taylor, Secretary-General of the CTU.

French Guiana’s entry into the CTU community signals a shared commitment to advancing regional priorities in cybersecurity, digital governance and emerging technologies, in support of the CARICOM Single ICT Space.
