CTU welcomes French Guiana as new Associate Member

Kingston, Jamaica — 3rd October 2025: French Guiana is the newest Associate Member of the Caribbean Telecommunications Union (CTU). Ministers unanimously approved the application during their 31st General Conference of Ministers held during the CTU ICT Week 2025 in Kingston, Jamaica.

Mrs. Marie-Lucienne Rattier, Elected Member and Territorial Counsellor of French Guiana, in an address to the General Conference of Ministers indicated it was an honour and privilege to address the Ministers on behalf of the President of French Guiana. She remarked that “French Guiana holds a unique position in that it is a gateway to Europe, which makes the territory an ideal candidate for CTU membership, and it is committed to cooperate with all CTU Members and to offer its expertise.”

The admission reflects the growing importance of cross‑jurisdictional collaboration in ICT, especially between CARICOM states and neighbouring territories and French Guiana’s membership will enhance regional cooperation in areas such as cross‑border infrastructure, spectrum coordination, regulatory harmonisation and digital innovation.

A transitional working group will be established to facilitate French Guiana’s integration into CTU programmes, regional dialogues and statutory processes.

“French Guiana’s membership strengthens our collective capacity to cooperate across broader geographies, forging new pathways in connectivity and ICT policy. This strategic expansion signals CTU’s readiness to broaden its scope and deepen regional partnerships for digital growth” remarked CTU President, Hon. Dominic Smith, Trinidad and Tobago’s Minister of Public Administration and Artificial Intelligence.
