CTU and Cenerva Forge Partnership to Strengthen Digital Regulation and Capacity Building Across the Caribbean

Port of Spain, Trinidad and Tobago — 29th October 2025: The Caribbean Telecommunications Union (CTU) and Cenerva Ltd. have signed a Memorandum of Understanding (MoU) to formalise a strategic partnership aimed at advancing digital transformation, strengthening regulatory capacity and promoting innovation across the Caribbean’s information and communication technologies (ICT) sector.

The agreement establishes a framework for cooperation between the CTU, the Caribbean’s leading inter-governmental ICT policy organisation and Cenerva, a UK-based global telecommunications, media and technology consultancy renowned for its International Telecommunications Regulatory Master Class (TRMC) and regulatory advisory expertise.

Under this collaboration, both organisations will work together to design and deliver specialised training programmes, technical assistance and research projects tailored to the region’s evolving digital ecosystem. The partnership will particularly focus on enhancing regulatory frameworks, spectrum management and ICT-enabled disaster resilience — key priorities for the Caribbean’s digital development agenda.

“The CTU continues to build strategic partnerships that directly strengthen the region’s digital capacity,” said Mr. Rodney Taylor, Secretary-General of the CTU. “This collaboration with Cenerva will not only expand training opportunities for regulators and policymakers, but also support harmonised and forward-looking policy approaches to digital transformation across our Member States.”

Cenerva’s extensive experience in telecommunications regulation and policy development complements the CTU’s regional mandate. Together, the organisations will promote knowledge sharing and develop solutions that address the Caribbean’s unique challenges — from spectrum management and market liberalisation to digital inclusion and resilience.

Through this MoU, CTU and Cenerva will collaborate to advance the region’s digital governance and regulatory landscape. Both organisations will jointly design and deliver certified training programmes tailored to Caribbean policymakers and ICT regulators, with a focus on strengthening technical and institutional capacity. This partnership will also provide targeted support for spectrum monitoring, valuation and efficient spectrum allocation—key areas for ensuring equitable access to telecommunications resources across the Caribbean.

In addition, the collaboration will enhance ICT-enabled disaster preparedness and promote resilient communications infrastructure to support Member States in times of crisis. It will also include joint research on market competitiveness, regulatory best practices, and digital innovation, ensuring that policy development keeps pace with technological advancement. To further knowledge exchange, the CTU and Cenerva will co-publish research outputs and convene expert workshops and forums designed to share lessons learned and global insights relevant to the Caribbean context.

A Joint Working Group will be established to coordinate and oversee implementation of these activities, ensuring alignment with CTU’s regional priorities under the CARICOM Single ICT Space and the One Digital Caribbean framework.

This partnership reinforces the CTU’s commitment to enabling a harmonised and resilient digital Caribbean, equipped with the skills, policies and innovation required to thrive in the global digital economy.
