Regulators Form Implementation Committee for New Caribbean Regulatory Body

Kingston, Jamaica — 3rd October 2025: Regulators Form Implementation Committee for New Caribbean Regulatory Body

The 11th Caribbean ICT Regulators Forum established an Implementation Committee of volunteer regulators that will identify a name and craft a governance model and institutional structure for a collaborative “Regional Regulatory Body” (RRB) for telecommunications and ICT within the Caribbean.

This was one of the most prominent outcomes from the recent CTU ICT Week 2025 which concluded last week in Kingston, Jamaica with a renewed commitment by regional regulators to expediting establishment of the eagerly-anticipated body. 

Caribbean ICT Ministers in the CTU’s General Conference also formally supported this initiative for an RRB, comprising representatives from regulatory agencies in CTU Member States, to serve as a collaborative central hub for regulatory policy harmonisation, best practices, capacity building and regional coordination.

“The Implementation Committee will begin work immediately to draft the RRB’s institutional structure, governance model, scope, and operational modalities,” said CTU’s Deputy Secretary-General, Mr. Nigel Cassimire, who moderated the Regulators Forum. CTU is playing a convening role, facilitating consultations, technical support and Member State engagement in the design and implementation of the RRB. 

Establishment of the RRB is seen as a key enabler for scalable regional investments, consumer protection, cross‑jurisdictional spectrum coordination, and regulatory certainty for service providers. “Harmonising regional regulatory practices is not just a cosmetic move — it is a catalyst for unlocking our region’s full digital potential,” commented Mr. Vincent Roberts, Chairman of the National Telecommunications Regulatory Commission of Grenada.

The establishment of the RRB demonstrates the region’s determination to create a unified, forward-looking regulatory environment that supports innovation, protects consumers, and enhances the Caribbean’s competitiveness in the global digital economy.”
