12TH CARIBBEAN ICT REGULATORS FORUM ADVANCES REGIONAL REGULATORY COOPERATION

Cayenne, French Guiana – 24th September 2026 – The Caribbean Telecommunications Union (CTU) convened the 12th Caribbean ICT Regulators’ Forum, bringing together ICT regulatory stakeholders to exchange perspectives on emerging regulatory issues and strengthen cooperation across the Caribbean.

The closed, invitation-only Forum provided an opportunity for regulators and regional stakeholders to consider developments in digital technology and regulation and their implications for Caribbean markets.

Opening the Forum, Mr. Nigel Cassimire, Deputy Secretary-General of the CTU, who chaired the meeting, underscored the importance of continued regional coordination in navigating the rapidly evolving digital environment.

“As the digital landscape continues to evolve, regulatory cooperation across the Caribbean becomes increasingly important. The Forum provides a valuable space for regulators and stakeholders to exchange perspectives, identify areas of common interest and strengthen our collective approach to emerging issues affecting the region’s digital development,” said Mr. Cassimire.

A central discussion focused on formalising a unified approach to regional regulatory practices towards the development of a Single ICT Space. This session advanced formulation of the terms of reference for greater regulatory coordination as Caribbean countries respond to increasingly interconnected digital markets and technologies.

Participants also engaged in stakeholder consultations on satellite-based systems, with representatives from the satellite and telecommunications sectors contributing perspectives on emerging technologies and related regulatory considerations.

The Forum further addressed international and cross-sectoral regulatory collaboration, accommodating interventions and exchanges with policymakers and regulators from the USA and France. The programme closed with an update on the ITU Digital Regulation Network (DRN) and GSR-26, providing participants with insight into developments on the international regulatory agenda.

The Forum concluded with a summary of key outputs, follow-up actions and areas for continued engagement. The Chair highlighted the value of sustained dialogue among Caribbean regulators and stakeholders in advancing regional digital cooperation.

The 12th Caribbean ICT Regulators’ Forum formed part of CTU ICT Week 2026, reinforcing the Union’s role in facilitating regional dialogue among regulators and supporting greater coordination on ICT policy and regulation.
