CTU’s 4th International ICT Forecast and Preparatory Meeting

On behalf of Secretary-General Rodney Taylor, the Caribbean Telecommunications Union (CTU) Secretariat is pleased to announce the hosting of the 4th International ICT Forecast and Industry Watch Meeting on 5th September 2025. This is the 4th in a series of preparatory meetings to be held quarterly in 2025. 

The meeting will apprise stakeholders of the upcoming series of regional and international meetings taking place in the 4th quarter of 2025. The Secretariat has invited partner organisations to present a brief on each meeting to demonstrate the importance of Caribbean representation at all major decision-making events for the region.

Graham Butler

Graham is a recognised speaker on cybercrime. He served on the High-Level Experts Group for the ITU (UN) Cybersecurity Agenda and as a member of the Working Group on Cybercrime for the East West Institute (EWI). He advises internationally on the challenges presented by the migration of voice services from circuit-switched to packet-switched networks. Graham has played a highly active role in CTO’s programme of Regulations and ICT Minister Forums which advise member states on tackling some of the most pressing issues of the digital age. Graham is now recognised by many governments and international organizations as a leading authority on VoIP regulation, traffic management and security. He advises internationally on ways to protect IP infrastructure, reduce fraud and cybercrime, and create long-term sustainable revenue growth within a rapidly migrating telecommunications market.

Philip Cross

Mr. Philip Cross, a Jamaican/US national, is a Telecommunication Engineer with over 45 years of experience in telecommunications/ICTs. He holds a BSc in Electrical, Electronic and Telecommunications Engineering from the University of East London, UK. He was the Chief Telecommunications Engineer at the Post and Telegraphs Dept., Kingston, after which he worked with the ITU for 26 years. From 1990 to 2011 he was the ITU Caribbean Representative based in Barbados.   At the ITU he provided support to Caribbean countries in a range of issues including ITU membership, privatization, liberalization, spectrum management, broadband development and ICT regulation. He developed the concept for the Caribbean HIPCAR and also development and start-up of the E-Learning project in Jamaica. After retirement he undertook assignments with governments, telecommunications organizations and private sector companies including the CTO, CTU and CANTO. He was recently the Expert Witness for Digicel in a high profile telecommunications fraud case related to Haiti. He is now the Bitek Caribbean Director, working on the development of ICT solutions to assist governments, regulators and operators globally.
