Overview

The Caribbean ICT Policy Rapid Response Initiative was a policy research project conceived by the International Development Research Centre (IDRC) and executed by the Caribbean Telecommunications Union (CTU). As part of the IDRC’s wider Caribbean ICT Research Program, it was designed to provide quick expert advice to regional policymakers, regulators and other groups in areas where the absence of properly formulated policies caused significant challenges in implementation, adoption and/or operation of ICT and ICT development.

Completed in 2010, the Caribbean ICT Policy Rapid Response Initiative produced the following documents:

1. Executive Summary
2. Policy Briefs – summarising the Initiative’s research, its main findings and policy implications.
3. Research Summary – presenting detailed findings and outcomes, as well as the policy implications for each subject area.

Focus areas

The Caribbean ICT Policy Rapid Response Initiative covered the following five subject areas:

1. Implications of Technology and Service Convergence on the Operational and Organisational Aspects of Regulation.
2. Globally Comparable Caribbean ICT Survey Instruments and Baseline Status of National ICT Data Acquisition.
3. Analysis of the Policies Designed to Encourage Development of Businesses in the ICT-Services Sector.
4. Collaboration Policy for Functional Cooperation through ICT, in the Area of Crime and Security.
5. Examination of Prevailing Models for the Evaluation of the Impact of ICT on Development within the Caribbean.

Funding

The Caribbean ICT Policy Rapid Response Initiative was carried out with the aid of a grant from the International Development Research Centre (IDRC) and in-kind resources provided by the CTU.
